In order to deliver the Mayor’s Economic Development Strategy, the LDA purchases a wide range of goods, works and services.
As part of our commitment to achieving greater value for money and making the best use of every pound, a comprehensive procurement improvement process has been undertaken. The results have been incorporated into our Procurement Code, which outlines how we buy goods, works and services.
Procurement Code
As part of our responsibility to stimulate the growth of businesses in London we aim to be open in how we tender our contracts. Part of this process is about sharing with businesses what we expect from them and what they should expect from us.
We buy goods, services and works in accordance with our Procurement Code, which sets out the framework for how we procure as an organisation. It incorporates best practice, regulation, our processes and our procedures for tendering and awarding contracts.
Responsible Procurement
LDA procurement projects must incorporate the themes of the GLA Responsible Procurement Policy. Responsible Procurement means pioneering socially, environmentally and economically responsible procurement to deliver improved quality of life and better value for money.
The GLA Group Responsible Procurement Policy sets out commitments in three themes: our people, our businesses and our city.
CompeteFor
The LDA uses CompeteFor to advertise and manage responses to its sub OJEU contract opportunities. We have successfully run competitive grants agreements through CompeteFor and will continue to do so where appropriate. Bidders must be registered on the CompeteFor website to access and respond to all LDA contract opportunities which are not being awarded via an existing framework agreement.
By completing a CompeteFor opportunity questionnaire an organisation can become shortlisted to the invitation to tender stage. By registering on CompeteFor businesses can classify themselves into as many appropriate categories as they can offer. Once registered, you will also have access to non LDA related contract opportunities via an automatic notification alert.
Support is provided to businesses who when registering are deemed to be “not business ready”. This is provided by Business Link and ensures support is on hand to develop all relevant policies and procedures required to complete the registration process.
eTendering
The LDA uses a secure electronic tendering system enabling us to issue and receive quotes, tenders and completed bids. Organisations will only be invited to tender/provide quotes through the system if they have been successfully shortlisted through CompeteFor or are on an existing LDA Framework Agreement. Framework Agreements
The LDA operates a number of framework agreements to supply works and services. Suppliers appointed to the framework agreements have already undergone the EU tendering process.
